Most of the Cameos are compact plants and better suited for production in 4", 6", and 1 gallon containers. We would not normally recommend them for production in 12" baskets. A better choice for the larger container sizes would be the standard Tioga’s. You may also want to evaluate fertility levels and irrigation frequency. Plants that are overfertilized and overwatered may have trouble putting on top growth if root growth is poor from overwatering or overfeeding. Double Impatiens are low feeders and we don't recommend exceeding 200 ppm N. They also require frequent leaching with clear water to reduce soluble salt levels in the soil. Plants that are grown in full sun may also stay more compact. Hope this helps! Please let us know if you have further questions.
